Plan for the Prevention of Risks of Corruption and Related Infringements

The Plan for the Prevention of Risks of Corruption and Related Infringements 2021-2025 of the Directorate General for Energy and Geology (DGEG), approved by the Director General on February 6, 2021, incorporates a set of structural and cross-cutting measures that introduce a change in its culture in which the norms, procedures and standards to be established will contribute to the achievement of organizational goals focused on results and quality of service provided to its publics.

 

Among the six structural measures included in the Plan, the following stand out: i) the establishment of the Internal Audit Unit, a structure that will strengthen the internal control system in terms of detecting situations which, due to their nature and seriousness, may cause reputational damage to the institution and its employees; ii) the Education for Public Integrity project which, by seeking to involve foundations and public, private and cooperative educational institutions, will seek to sow a culture of rejection of behaviors and attitudes that undermine the rule of law and the values of pluralist democracy and; iii) the operationalization of the Internal Mechanism for Reporting Complaints, in compliance with Directive (EU) 2019/1937, of October 23, of the European Parliament and of the Council, on the establishment of internal reporting channels and procedures in the public and private sector, which must be transposed by the Member States by December 17, 2021.

 

It should be noted that, due to the complexity and technicality of some of the measures to be implemented, DGEG will have the technical support of Transparência e Integridade Portugal (TI-PT), whose collaboration method is set out in the protocol signed on December 30, 2021 between the parties."

 

Finally, it should also be noted that the measures provided for therein take into consideration the international good practices issued by the United Nations Organization, the Organization for Economic Cooperation and Development, the European Commission, the Council of Europe, Transparency International and the Corruption Prevention Council, and also contained in the program of the XXII Constitutional Government (2019-2023) and the National Strategy to Combat Corruption 2020-2024.
