National Plans for the Energy Sector

Integrated National Energy and Climate Plan (NECP)

This Plan aims at establishing, by the Member States, goals and targets regarding greenhouse gas emissions, renewable energy, energy efficiency and electrical interconnections. As a decisive national energy and climate policy instrument, in the definition of strategic lines for the decade (2021-2030), towards carbon neutrality, in alignment with the visions and goals set out in the Roadmap for Carbon Neutrality 2050 (RCN 2050).

Strategic commitments:

• Prioritize energy efficiency in a context of sustainability and cost effectiveness;
• Reinforce the diversification of energy sources through a growing and sustainable use of endogenous resources;
• Promote the greater electrification of society and economy;
• Reinforce, modernize and optimize the transport, distribution and energy storage infrastructures;
• Develop interconnections to achieve a more secure, competitive and integrated energy market;
• Reinforce market stability and confidence and promote investment for the energy transition;
• Reconfigure and digitalize the energy market to address the challenges of energy transition;
• Encourage research and innovation in clean technologies to address energy transition challenges;
• Promote low-carbon circular processes, products and services;
• Promote improved energy services and informed consumer choice.

Goals:

• Contribute to the decarbonization of the economy towards carbon neutrality in 2050;
• Reinforce the focus on renewable energy in the various sectors of activity, with a strong focus on industry, residential, services and mobility;
• Reinforce national energy efficiency;
• Reduce the country's energy dependence on foreign countries and increase the security of supply;
• Contribute to the increase of the economy's competitiveness;
• Strengthen the role of the consumer and reduce energy poverty.
