Hydrogen in the Portuguese Energy System - Integration challenges (DGEG, 2018)

 

In the first chapter, the energy system in Portugal is briefly characterized, as well as the framework available for the development of an hydrogen economy, in view of existing public policy initiatives and the ongoing strategy for energy. In the next chapter, a systemic approach is made in the field of hydrogen production and use, in which different technologies and value chains are described and two complementary perspectives are assumed: conversion processes, and value chains depending on the final application. Chapter three describes the process and presents the results of the first analysis of the opportunities and barriers to hydrogen within the project, in collaboration with different groups of actors that may affect or be affected by the hydrogen economy. Chapter four points to the need for integrated intra- and intersectoral low-carbon solutions, as well as the need for strategic planning and a national roadmap that facilitates the innovation process over time in this area. Finally, Chapter Five summarises the work and presents a set of conclusions and recommendations.

 

Integration of Hydrogen into value chains (DGEG, 2019)

 

 The publication has as general objectives: a) to deepen the analysis of each value chain, including the respective energy, economic and environmental contribution in each chosen configuration, and its variants, in relation to the market segments and niches that best correspond to national needs; and b) Support the decision-making process on this technological trajectory of a disruptive nature, which requires evidence and discussion of scientific, technical and economic basis.

Chapter 1 defines the scope and objectives intended when addressing the integration of hydrogen in the different value chains in Portugal in order to find the most sustainable configurations in the hydrogen value chain in Portugal. Chapter 2 introduces and contextualizes the ongoing challenges, in particular with the integration of renewable energies, the decarbonization of the economy, the necessary sustainability of the solutions that will respond to those challenges, the importance of the maturity and availability of technology in the design of those solutions, and also the determinants of the development of this technological trajectory. Chapter 3 describes the methodology adopted in the analysis and evaluation of hydrogen value chains. Chapter 4 presents the results obtained which encompass the energy analysis, the energy and environmental efficiencies throughout the life cycle of each solution and the cost analyses as well as the associated social and public policy aspects. Chapter 5 presents the conclusions drawn about the method followed, the results of the impacts evaluated and their implications and a set of future perspectives, followed by recommendations.

"This work is, first of all, a continuation of the reflection and analysis that DGEG has carried out in this field, through the work "Hydrogen in the Energy System Portuguese: Integration Challenges", from 2018 and "Integration of Hydrogen in Value Chains", published in 2019. But it is, above all, a very significant and structured contribution of a widely participated vision that collected opinions in meetings, reflection groups and forums, in which a wide range of approaches and scenarios on this theme were presented and discussed, the results of which are gathered and consolidated here."
