Competencies

 

Pursuant to Decree-Law No. 130/2014, of August 29, republished by Decree-Law No. 69/2018, of August 27, the activity of the Mining Management Division, in the field of petroleum exploration and exploitation, comprises the following functions:

 

- Follow the negotiations and ensure the procedures relating to the processes of attribution, transmission and extinction of petroleum exploration and exploitation rights and submitting the respective proposals at a higher level, to be submitted to the Government Member responsible for the energy sector;

 

- Follow and supervise the execution of Preliminary Evaluation licenses and Petroleum exploration and exploitation contracts, including the approval of plans and specific technical projects, ensuring compliance with the legal and regulatory provisions in force applicable to the petroleum sector;

 

- Collaborate, in the exercise of DGEG's powers and in conjunction with Directorate-General for Natural Resources, Safety and Maritime Services, as the Competent Authority for oil and gas operations in the offshore, pursuant to Decree-Law No. 13/2016 , of March 9, in its current version;

 

- Collect, process, organize and integrate technical-scientific information resulting from petroleum exploration and exploitation activities, in order to enable knowledge of the respective characteristics and development perspectives, thus ensuring preservation, computerization, automation and updating of this collection;

 

- Disseminate and make available up-to-date technical-scientific information to companies in the petroleum sector, concessionaires and other institutions;

 

- Promote the knowledge of the petroleum potential of the Portuguese sedimentary basins among companies in the oil sector;

 

- Promote or coordinate the carrying out of specialized studies aimed at increasing the knowledge of the country's petroleum potential and the valorisation of any petroleum resources, and their respective dissemination;

 

- Propose or collaborate in the preparation of standards, specifications and technical regulations relating to petroleum exploration and exploitation activities;

 

- Participate in the drafting of legislation regulating petroleum exploration and exploitation activities and monitor the transposition of directives in which DGEG is the competent sectorial entity, including participation in European working groups on the matter;

 

- Collaborate in actions and planning aimed at the identification, valorization and economic use of petroleum resources;

 

- Assess the technical-economic feasibility of projects for the exploitation of petroleum resources, proposing measures to ensure their conditions and correct management, as well as their economic, social and environmental sustainability;

 

- Encourage the use of new technologies for the identification, development and use of petroleum resources, following the technological evolution of companies in the sector.
