Industrial Facilities

 

 

The exploitation of mineral deposits comprises the installation of mining annexes. The definition as referred to in Law No. 54/2015 is the following:

"Exploitation annexes"- exploitation facilities located either inside or outside the granted concession area (mines) or licensed area (quarries).

 

 

In this context, almost all industrial ore beneficiation facilities are mining annexes and are subjected to the specific industrial licensing regime called Sistema da Indústria Responsável (Responsible Industry System) (SIR), DL 73/2015, without prejudice of integrating the mining plan of the respective concession.

DGEG is the coordinating entity for licensing industrial facilities whose main activity is to carry out the following CAEs:

05100, 05200, 07100, 07210, 07290, 08111, 08112, 08113, 08114, 08115, 08121, 08920, 08992, 11071, 19201, 19202, 24410, 24430, 24440, 24450 e 24460.

In this context, the application is formalised through the electronic portal available at the "Balcão do empreendedor" (Entrepreneur's Counter), accessible throught the Portal da Empresa (Entreprise´s Portal) EPortugal.

 

This portal also has a direct link to the Sistema Integrado de Licenciamento do Ambiente (Integrated Environmental Licensing System) (SILIAMB) in case of situations of higher complexity such as a beneficiation unit, in order to consider the potential risks that the activity may have on the environment.
